EPBCS - User access to create New Project

Summary:

In EPBCS, FP&A team user wants to create new Project and edit existing Project name. Is there a way to achieve it other than giving the user the Service Administrator role? Don't want to provide Service Admin access, as the User will then get superior access in all modules of EPBCS and not just Projects. Please advise.
