I want to hide the purchase requisition icon/app by using the EL expression

Summary:I want to hide the purchase requisition icon/app by using the EL expression, in one EL Expression i want to system should read if one is restricted then other roles should be able to show up, please find below when i'm trying to use the below getting error.
