Address should be defaulted to 'India' instead of 'United States'

Hi,

When an employee add his/her address it should be defaulted to 'India' instead of 'United States'. We already have done the setup shared on

 Doc ID 3004418.1  but we were told by support person that this is for Location setup, not for an employee address. So any help for our concern would be helpful.
