Planning ignores a valid USA-to-USA rate, chooses a State-to-USA rate with incompatible Equipment

Summary:

Rate records in consideration are in the same Rate offering.

Planning ignores a valid broader USA-to-USA rate & instead chooses a more specific State-to-USA rate with incompatible Equipment & then fails.

We would like Planning to consider Equipment incompatibility sooner in the process. The more specific State-to-USA rate should never have been in the picture, given the equipment incompatibility with the product.

We tried the following parameters but that did not help.

ALLOW DUPLICATE RATES BY CARRIER

ALLOW COMMODITY COMPATABILITY

Wondering whether anyone has run into this issue?

We have created an SR with Oracle.
