It is currently possible for IDCS/ OCI Users to "Reset All User Passwords" (button) Please allow this to be removed or hidden from all but few specified super-users. Currently all IDCS users have the ability to reset the password for all users. This has caused real P1 issues for QVC, and I'm sure other customers. This needs to be addressed sooner, rather than later.
