How do I restrict Reset Password access under Security console and allow Edit user account access

Hello Experts,
How do I restrict Reset Password access and allow Edit user account access alone under Security console at the same time.
After removing ASE_EDIT_USER_ACCOUNT_PRIV privilege both Reset Password and Edit User access are removed. Our requirement is to have the Edit user account alone and remove the Reset Password access. Can someone please suggest if there is a privilege which can provide Edit User access alone without reset password?
