Need to get the Cost center updated based on EFF from Order header DFF on COGS account

Summary:

Customer would like to have the ability to derive the Cost center updated based on EFF from Order header DFF on COGS account

On checking this within the Account rule - did not find an option to select the source as an EFF field on any Application/module when looking to define the rule on the the Cost Management side

They ship Sample orders with a $0 invoice or no invoice in current system but on the COGS account, the cost center segment is to be updated based on the SO header EFF which stores this value.
