How to setup Personal Information Approval rules for future hires

Some sub processes for Personal Information are throwing error (BPEL_TASK_30082: An attribute in the {RULE_NAME} rule has a null value.)

E.g.: Personal information transaction is for a New Hire with future start date— an HR OPS is trying to add a disability info via Personal Details page. The approval rule is that if this new person is part of a certain business unit or if the person is not the requestor, the transaction should be auto approved This transaction results to error BPEL_TASK_30082: An attribute in the {RULE_NAME} rule has a null value. It seems that it is not getting the assignment attributes of worker as of current date.
