Custom role only to create transfer orders

User with an inquiry role is able to create transfer orders through manage onhand quantities UI

The user has 2 custom roles assigned -

XX System Inquiry - INV (Custom Inventory Inquiry only role)

XX Inventory Transfer Order Role (Custom role for creating transfer orders) - This custom role has the privilege "Create Supply Request" enabled.

The first role has data access to organizations A and B while the second role has data access to organizations C and D. The expectation is that the user should be able to be able to inquire onhand quantity in all 4 organizations, but request transfer orders only with destination organizations as C and D.
