Custom Role Includes Lock Project Forecast Privilege But User Not Able to Unlock Forecast

We have defined a custom role for Project Manager that is loosely based around the seeded Project Manager and Project Administrator roles. One key area of the role is that the user should be able to manage working versions of project forecasts, including the ability to lock and unlock forecasts.

The custom role, includes the 'Lock Project Forecast Working Version' & 'Manage Project Forecast Working Version' privileges and Data Policies for 'Edit Project Budget And Forecast For Project', 'Manage Project Forecast', 'Manage Project Forecast Excel Integration' and 'Manage Project Forecast Working Version' all with the condition to restricted 'Access the project for table PJF_PROJECTS_ALL_VL for projects for which they are authorized'.
