Need Help with Target Plan Formula during Global Transfer

Hi Experts,

I need help understanding how to design Target Plan Formula during Global Transfer. We have three PTO plans:

Exempt PTO (For Exempt employees)
Non Exempt PTO (For Non Exempt employees)
Non Exempt Pre-load PTO (For Non Exempt employees)

Oracle has provided a sample FF

The scenarios for Global Transfer would be

Exempt to Exempt
Exempt to Non Exempt
Non Exempt to Non Exempt
Non Exempt to Exempt

How can we design Target Plan Formula and ensure that it covers all above listed scenarios.

Please help me with a sample FF
