Does Talent Review Meeting Facilitator role override permission of Profile Content Section Access

Summary:

We have setup Performance Rating in Profile Content Section Access to have view/read-only permissions for all roles that is Line Manager, Human Resource Specialist. However, when Facilitator (User with Human Resource Specialist role) conducts the talent review meeting , they are able to edit performance rating by moving people in the 9 box matrix or in the table view.

Does Meeting Facilitator role override access set in Profile Content Section Access.

Our requirement is to not let meeting facilitator edit performance rating (even though employee profile will update the source as Talent Review Meeting)
