How to setup Testing accounts for Employee Users

Summary:

Currently we have "Test" employee's setup in one of our Dev Pods - but when we do a refresh from Production to another Pod, we lose our testing user accounts. It is a hassle to recreate the Users and security roles in the refreshed Pods.

How are other organizations testing OGL?

Example - we have an OGL Manager, OGL Employee1, OGL Employee2
