Access Group not updating the user count from attached report

Previously we created an access group with person criteria by selecting business unit. It was showing around 11,000 + user in the access group.

After changes in Requirement, we created analysis criteria report by selecting subject areas as Workforce management - Worker Assignment Real Time and dragged Person ID, first name, Last name and person number column. We created this report and attached to the access group. Report expected count is 4000+ users and after attaching report to access group it is also showing total recipients as 4000+.

But After attaching report to access group and saving it, it is not refreshing the user access count. Also we have reconciled the whole Access group, Ran Processes - Process user access in both Expansion and reconcile mode, ESS job to create index definition and perform initial ingest to OSCS with fa-hcm-learningitem as index parameter, Process Access Control Lists for Learning Items for OSCS and Optimize text indexes but nothing worked to refresh the access count. Also ORA_WLF_ENABLE_PROCESS_USER_ACCESS_KEY Profile value is Y.
