Unable to populate EFF field based on Item Number Rule Set

Hello

I am working on a rule set that should return the Item Number in the EFF field (TARGET ATTRIBUTE) if the Item Number begins with "XXXX." However, I keep encountering errors. Could anyone assist? Here’s what I have so far:
