How Effective and Expiration Dates are used on Rates?

Summary:

We have scenarios where rates are updated very frequently (e.g. twice per month) and it happens that a shipment starts when a rate is valid for that period and ends when this is not valid anymore.

Our question is: how are used Effective and Expiration dates on Rate records? For our knowledge these should be evaluated based on shipments' start date, but we didn't find any reference in OTM Help and MOS for that.
