I have a user with BI Administrator but when trying to access Tools > Reports and Analytics > Browse Catalog

I get a UI with the error below after it tries to login ..

Oracle Transactional Business Intelligence

Insufficient Permissions

You do not have sufficient permissions to use this application.

I have direct access to the URL's :

xxxxx/analytics/saw.dll?PrivilegeAdmin and all the access is for BI Consumer / BI Author which BI Administartor should inherit.

I can also access

xxxxx/xmlpserver .. But this does not have full access. I am unable to switch to Admin User and have no access to permissions
