how to add approvers for project code creation

How can we add additional approvers for project code creation? Currently we are just using a single approval when the project code is submitted for approval.

Once that person approves, then it will already be set to Active. However, since we have now some concerns and would like to add additional approvals. Would it be possible to have the approval after the first approval? If yes, how can we do that? Any guide will be much appreciated.
