Risk Management - Access Certifications

Hello,

We have added a new user to the access certification manager group, but when I create the access certification, even though the group has 4 users, only one shows as a manager, and the new manager cannot see the list of users to be reviewed or finalize the certification

The user who does not have access has the correct security roles and privileges.
