What could cause a newly created user account/employee to be unable to log in to Oracle using SSO?

Hello Oracle Community,

We have SSO configured, and it works smoothly for most users. However, we've noticed that newly created users are unable to log in to Oracle using SSO immediately after their accounts are created. In some cases, it can take a few days for access to become available.

We've confirmed that there are no issues on our end or with Microsoft, so we suspect there's either something we're missing or some process we're unaware of that might need to be run or scheduled. As a new customer who recently went live with Oracle HCM, we aren't fully familiar with all the areas where we can check or troubleshoot.
