How to get past 403 error when calling GetAllUserAccounts SCIM API?

I am getting a 403 error when calling the GetUsers SCIM API.

The account that is used to call the API has "IT Security Manager" and "Human Capital Management Integration Specialist" roles added. Our subscription only has Core HR but my assumption is that we should still be able to call the API regardless.
