What is the difference between Purchase order created using draftPurchaseOrders API and PurchaseOrd

Summary:

We are trying to get POs using the

/fscmRestApi/resources/11.13.18.05/draftPurchaseOrders

for a particular BU. none of the POs are appearing even which are in incomplete status. But when we query for another BU we get PO through both the APIs draft POs and PO.

What is the difference between the POs. How can be a PO fetched using a DRAFT PO API ?
