unable to find user to add to the project

I was able to

Create Project , Add environment, workspace , git .. etc. I have the Application Administrator role added in SaaS.

Two of my team members have Application Developer role in SaaS and are able to see "Edit page in Visual Builder Studio" link under their profile.

I need to add these two as member to the project as - Developer , but I am not able to see both these members in the list.
