Delayed response not updating the status of fulfillment line from OIC

Hi Team,We have created 2 steps in custom orchestration process. One is acknowledgement step and second is wait step.We have created an OIC integration to complete the process. The requirement from the OIC integration is as below.

1. First change the status of fulfillment line so that it goes to wait step. This is a callback response (Immediate).
2. Apply a hold on the order while it is in wait step.
3. Once the hold is successful, call a delayed response (second connection). In this second call, status of the fulfillment line should be updated to match the exit criteria.

The first call can change the status of fulfillment line and apply hold on line, but the second call is not changing the status of the line. We do not receive any error from second call though.
