How to determine how many licenses we have for ARCS and FCCS and how we see any license limitations?

Summary:

Is there a way to check this? We do not have access to the Licensure reports through the New Oracle Console because we are a government cloud customer. We do have the Report by Service we could use but not sure which privileges count for a license?

Any help is greatly appreciated.
