BOM Parameters in Cloud for Phantom supply

Hi All,

We are using Oracle Fusion Cloud

The "EBS Behavior" in the below diagram is our required results but we are unable to get it. "Cloud Behavior" is the actual results in cloud.

We used to have BOM parameters as below in EBS which helped to achieve above result. How can we implement this in cloud? Or is it not possible in Cloud?
