Concern related Target Utilization functionality

Can we increase the Display range from 13 week to 1 year on Resources Manager Dashboard.

Also can we configure or view resources target utilization based on operational and Development work .

If absence functionality is not in used, is there any way to check or view absence with target utilization for resources and what is the formula for utilization calculation if there no workaround
