ACH payment file error after failover to different region

This doesn't make sense to me to be a CCC request. Please explain why this is not something for Oracle Support to resolve.

On Monday, due to an Oracle outage, we had to fail over our Fusion Applications from Ashburn to Phoenix. Now, we are getting an error when trying to send our ACH payment file to the bank (Wells Fargo). The only thing that has changed is the region that we are running in.

After the the move to OCI Gen 2, we experienced a similar error. And resolving it involved updating our encryption keys and IP addresses with Wells Fargo.
