Why are you making changes to direct reports? values come from Manager change Action

Hello Team,

While processing the Change Assignment Quick action and then selecting Maintain Managers and Reassign existing reports then only Why are you making changes to direct reports? Field and dropdown values will be appeared.

Why are you making changes to direct reports? field will not be appeared if i dont select them for this process.— is this expected.

Why are you making changes to direct reports? values come from Manager change Action- is this expected.
