Tax Rule based on Invoice amount in AR

Is it possible to calculate Tax using a Fixed Amount regardless of the invoice amount.

For Example:

10,000 USD for invoices with amount more than 100,000 USD and 0 USD for invoices with amount less than 100,000 USD.
