Mass Download DOR ouput giving .txt file

Summary:

We are working on giving Mass Download DOR access to folks who have a certain role (it's basically a customly created Line Manager role). The quick action is visible and everything but after running, the ouput is giving a .txt file. Can I know how to fix this?

Basically we want the users to run for any of their direct reports or anyone on their AOR. The person field LOV is correct but why is ouput giving .txt file?
