Fusion Business event not triggered for intercompany invoice creation

We are using OIC to capture Fusion-generated business events. However, when we check the business events for payable intercompany invoices, the events are not being generated. When I try to validate or approve the intercompany invoice, the events are generated. Is this the default functionality, where business events are not created during the initial creation of a payable intercompany invoice?

In Oracle document 2856335.1, it is mentioned that when invoices are created from FDC, business events are not generated due to the bulk invoice process. Does this also apply to intercompany invoices?
