How to restrict PO receiving to requester only

Summary:

Current client is having three levels of receiving (Receiving, Inspect, Final Receiving) for PO which is open for everyone have the role. For "Receiving" it's ok to keep it open and without notification. We need to restrict the "inspection" to be done by PR's requester (PR Creator) only, and a notification needs to be sent to him. Then, once the inspection is completed, Requesters' line manager should receive a notification to complete the "final receiving".

Also can we restrict inventory PO receiving to requester (PR Creator)?
