Most effective way to reuse a Pakaging

What would be the best practice or most practical solution for the following situation:

Practical Case:

1. The item is shipped via land transportation, using cardboard pallets and plastic film.
2. The item is shipped via sea freight, using metal cages and cardboard.

Currently, we have to create a new item for each situation. We would like to have a solution where, for each item, we could choose different types of packaging without having to create a new item and its structure from scratch, as well as its work definition. Packaging is part of the last step in production, depending on the transportation type — it's the final operation.
