Learning alerts not sending to all colleagues on the same day

Summary:

Required learning course was assigned to whole colleague population (approx. 20,000) however custom alert only sent to about half of colleagues on one day and the other half the next day. Any suggestions on how we can ensure these all go on the same day please.
