Getting correct calc_breakdown_id from pay_action_contexts

We have developed one HCM Extract and having balancevalue field. This field gets value from Rule (Fast Formula).
We have written the fast formula and calling one valueset to return the calc_breakdown_id.
Sending payroll_rel_action_id & payroll_asg_id from Fast Formula and gets the calc_breakdown_id from Valueset.
Valueset's SQL:
SELECT To_char(pac.calc_breakdown_id)
FROM pay_action_contexts pac
WHERE pac.payroll_rel_action_id = :{parameter.payroll_rel_action_id}
AND payroll_assignment_id = :{parameter.payroll_asg_id}
AND pac.calc_breakdown_id IS NOT NULL
The above SQL has some issue and its not working when an assignment has multiple tax_unit_id.
