Inconsistent behavior while accessing Visual Builder Studio from Fusion Applications

Summary:

IDCS is not able to authenticate my Fusion account while accessing VBS from Fusion instances. User is cloud account admin as well as application user. Cloud account admin user name is different from Fusion application user name. We have created SR as well, but no progress so far. SR 3-38441647171

Following error from TEST and DEV3 instances.
