Unable to delete compartment

Summary:

I cannot delete any compartment, empty or not. I dont have any policies. I even created a compartment and tried to delete it to not avail.
When inspaecting the work request for the deletions, the status is a red "Failed" with a cercled i letter. A mouse over this cercled i shows the following error message is visible with a mouse over the i decoration "Delete failed. The compartment must be empty before you can delete it. Use the Tenancy Explorer to find resources. Learn more about deleting compartments".

I have tried the script OCI-SuperDelete mentionned in this question
