Enable Citizenship when adding new contact

Summary:

Requirement is when Adding New Family or emergency contact, the Citizenship section should be available so that it can be added. However currently only for Edit exisiting contact the citizenship section can be made visible using HCM Experience Design Studio. Kindly confirm how to enable citizenship when creating new contact. In HCM DEsign studio, the citizenship can be enabled(Visible/not visible) only for Edit contact . Tried using Page composer but no option available.
