is transaction split works in incentive compensation rate ?

There is a business requirement, we created a rate table based on that and providing the rate table below

From	To	Rate (%)
From	0	To	10000	Rate (%)	2
From	10000	To	15000	Rate (%)	3
From	15000	To	99999	Rate (%)	4

Now, the YTD credit amount is $9700 so the rate is 2% and the new transaction amount is added $1000, as per the business requirement the achieved more than threshold $10700 and they are expecting transaction earning split in to 300 & 700 , now they are expecting earning rate for 300 will be 2% and remaining 700 will be 3%
Similarly for 2nd tier also the YTD credit amount is $14800 and expecting transactional split here also.
