Issue with the candidates merged record getting pulled into the OTBI report

Summary:

We have built an OTBI candidate report to pull candidates in certain phases and states, we are excluding rejected by employer and withdrawn by candidate. We have several candidates that have had their records merged. Their current record meets the criteria of rejected and are correctly excluded from the report. However, the merged records, with a Deletion Qualifier of CAND_MERGE are pulled into the report. It is my understanding that once merged, along with the Deletion Qualifier = CAND_MERGE, that this record should have been removed from the candidate table.

Why would it still pull in on the OTBI report? Has anyone experienced this?
