How do we migrate Enterprise Scheduler Job Definitions and Job Sets in HCM, FSCM, or CRM?

We can't migrate our ESS jobs from environment to environment.   This creates a headache when attempting to manage automated migrations of our code from DEV to TEST to PROD via 3rd party migration tool (provided by one of the Oracle Partners).

I came across Document ID:   2161309.1  whilst researching the issue, which only addresses FSCM but seems it should be similar in other modules.
