How to hide Tools tab in the dashboard.

Summary:

We have a requirement to hide the Tools in the navigator for employees only. Are there any privileges for Tools to remove from an employee roles? Or is this only visible using Structure > EL Expressions? Can we disable/hide the Set User Preference tile and Worklist tile under Tools?

I tried hiding the Tools menu through Structure but the Show on Navigator is disabled I cannot update it to EL expressions.
