Cannot upload salary for some employees

Hello experts,

I'm loading salary for some employees manually and by HDL. However, for some of them the system returns the attached error message.

I cannot understand why the employee doesn't meet the eligibility criteria if the salary basis can be found and the element the salary is mapped to has an open eligibility profile as you can see in the attached screen.
