How do organization model profiles interact with dynamic skills? Or do they even?

In our company, there are skills which are specific to a job, however, in different parts of the organization there may be an additional set of skills needed, which isn't necessarily specific to a job but that organization. I presume (and correct me if I am wrong), that's the purpose of organization model profiles.

I have not found any documentation of how or whether dynamic skills defined on an organization profile are leveraged for any of the related functionalities (skills center, team skills, careers of interest, learning, recruiting, etc.). I'd appreciate if someone could provide more information or point me towards the right documentation. Thank you.
