"Base Oracle Cloud Application" Missing in Visual Builder Studio

I am attempting to extend the Next Generation Supplier Registration app by following the document here:

However, when I get to the part where you create the Workspace, my VBS screen does not have "Base Oracle Cloud Application" as an option (see screenshots attached). Why is mine different and how can I overcome this issue?
