When Consolidating Requests is there a way to get the request to auto submit?

Summary:

When Consolidating Requests is there a way to get the request to auto submit? Currently, when we consolidate requests it goes into Draft, we then have to submit (which then kicks off other policies since it looks like a new request) and then we can commit. Is there a way to consolidate the request and have it submit on its own and auto move it to the commit phase?
