Is there a way to restrict access to certain approval rules within Transaction Console?

In Transaction Console > Approval Rules (Transaction Manager), there are a lot of processes for which rules can be configured, such as Administer Salary, Approve Development Goal, Journal Approval etc. Is it possible to restrict the processes visible in this work area? e.g we only want provide access to HCM related approval rules. Please advise.
