403 Forbidden for Organizations

Summary:

I am trying to retrieve all organizations (and workers, but that part is working).

I keep getting a 403 Forbidden when calling "/hcmRestApi/resources/11.13.18.05/organizations". I created a Data Role for the Job Role which I added to the user account, and that didn't work. I added a Security Profile to the Job Role directly and that didn't work either.

Function Security Policies added are:

I added "Use REST Service - Workforce Structure List of Values" to the Job Role as described here: https://docs.oracle.com/en/cloud/saas/hcmsecurityguide/index.html#Departments_List_of_Values_V2_task

When checking the Data Security Policies, there are "All values" conditions for privileges like Choose Department:
