Controlling Approval Actions

There are two user groups for a certain entity, and users with PowerUser privileges belong to each group.
Both are set to have write permission for Entity.
Is it possible to configure the following settings?
If possible, please tell me how to set it up.

・One user group A can update Entity data AND can perform the action “Promote” in the approval flow
・Another user group B can update Entity data AND cannot perform any actions in the approval flow.
